In the Second Level of the first city,
there is secret vehicle. Just go to the
intersection where Southeast Hackenslash
and North Fort Law meet. You will see a
odd looking structure that has the tank
in it. To get inside you have to carjack
a police cruiser. The building will be on
the bottom of your screen. It will be
beside a four lane road, so there is no need
to go between buildings.
