   The codes.

   Complete all scenarios. After the ending sequence, you be
 given a new scenario to build a Megapolitan with 200 million
 dollars and no rival.

   Start an auction. Quickly save the game when the auction
 screen appears. Reload the saved game. Most of the time, the
 CPU players will pullout of the auction, allowing you to get
 the property for the lowest cost. May need to try a few times.
